KESSLER: Objection six. Kessler. Eleventh of November. To the Director. I have now raised the observation period five times in writing and once in person. I am told that five of those did not reach the record. I am recording this one so that a version of it exists that is not in your filing cabinet. The licensed period is eight hours. We ran thirteen and a half in September. On the fourteenth of September the subject woke and correctly described the contents of a conversation held in the observers' room. Through a wall. With the door shut. The explanation offered to me was that she overheard it. I have measured the wall. She did not overhear it. I am not making a claim about what is happening. I am a physician. I am making a claim about what we are permitted to do, which is eight hours, and what we are doing, which is not. Tomorrow night I am rostered to observation, which I have not been in nine years, and I have been rostered by the Director, who does not write the roster. I am going to run the session. I want that on the record too, because I could refuse and I am not refusing. I am going to run it because if I do not, somebody will run it who will not write any of this down. [pause] Fourteen hours. That is what the sheet is ruled for. Somebody ruled the sheet before they asked me. [end of dictation]
Also written down
Kessler reads out the objection number and the phrase "fourteen hours" while writing them; both appear in the written objection recovered from the Directorate.
